Abstract
Lombardy regional law n. 12/2005 has compelled all the municipalities to replace their act of urban planning, the general regulator plan, with a new type of act, the plan of land government. The essay considers the rules about the forming proceeding of the new plan, a judgement of the administrative tribunal about these rules, the proceeding of Milan land government plan and the legal problems of this proceeding.
