The Youth Guarantee Scheme: between Recentralization and Southern Specificity

Abstract

By starting from the Youth Guarantee, the European plan contrasting the young unemployment, the article analyses the implementation during the 2014-2016 years. More specifically, the work focuses on the Southern regions of Italy encompassing the South and the Islands. The selection is based on some data: first, on demand side, the percentage of Not Engaged in Education, Employment or Training (NEETS) is slightly higher than the national trend; second, on the supply side, the employment offices personnel in charge for the startup of the work programme are distributed mostly in the South of Italy. The efficacy of the programme will be measured by looking at the role played by employment offices, the young beneficiaries registered, the number of taking charged by the competent services, the beneficiaries of job placement or a reinsertion pathway in the education and the training system.
