Abstract

This paper focuses on the gradual shift in the policy orientation of EU decisionmakers concerning data processing. From a purely protective model, the emphasis is now on a more productive perspective on the use of data, which are considered valuable resources, from both a social and economic point of view. Data-sharing is the keyword on the new European strategy on data and this paper aims to reflect on the difficult coordination between data sharing objectives and personal data protection
