Abstract

The aim of this essay is the analysis of an institutional reform, the Administrative Decentralization in Naples, which establishes ten new Municipalities, broadening their competencies and autonomy. The focus is on three dimensions of institutional change: local politicians, policy-making and citizens participation. More specifically, the main issues addressed are: if and how the reform has changed the selection of local political personnel; if and how the practices of policymaking have been modified; if and how the mechanisms of citizens' participation have been affected by the reform.
