Cooperation between Local Authority and Urban Freight Transport Stakeholders During Projects' Realization

Abstract

Urban freight transport requires changes in freight behavior from stakeholders in many cities. In order to successfully achieve this a close cooperation among stakeholders is required. This paper discusses the cooperation developed between the stakeholders during the realization of projects within the scope of Urban Freight Transport (UFT). The main purpose is to investigate what type and the scope of cooperation with other UFT stakeholders is represented by the local authority. On the basis of 26 analyzed UFT projects (with the use of a questionnaire), from all over the world, the authors identified factors which distinguish the manner of cooperation represented by the local authority from other groups of urban freight transport stakeholders. The research shows that the manner of cooperation depends on the initiator of urban freight transport project. When a local authority or consortium which includes the local authority are initiators the number of involved stakeholders and number of methods of cooperation is greater than in the case when the initiator of the project is another UFT stakeholder (especially private sector, such as for example a transport company).
