Abstract
The essay analyzes the welcoming migrants system in Italy, in particular the procedures and identifying sites, the dynamics of relocation and resettlement, as well as the pattern of the first and second welcoming, pointing out how the European legislation has recently outcomes of government actions by effective, which are associated, the latent solidarity of Eu Countries in terms of welcoming and violation of rights against foreign citizens even by Italian institutions.
