Abstract

The article analyses the process of implementation of the national experimental income protection scheme in the city of Turin, a context distinguished by a strong tradition of public-third sector partnerships and with a range of pre-existing local measures of social assistance. The case offers precious insights about the multilevel governance - both vertical and horizontal - of income support. In fact the existing structure of services and relations between organizations can act as a powerful resource in fostering implementation, but at the same time can rise the costs of integration of the national policy within the local welfare system.
