Abstract
The essay analyses to what extent and in what ways the Piemonte region has intended to remove economic and social obstacles in the field of social assistance. In particular, in the presence of an overall uncertainty of resources and a marked territorial heterogeneity, the model of participatory planning adopted by it to implement the principle of substantial equality on the territorial level and the persistent criticalities and deficiencies of the system are highlighted
