Abstract

The essay deals with the interventions on the legal framework that can be designed and implemented, even in short terms, to strengthen the principle of loyal collaboration between State, Regions and local autonomies, a principle which emerged even more due to the pandemic emergency as an essential piece in our current constitutional system of division of competences. Through a reform of Conferences’ operating rules and structure, and also by further enhancing the role of the Conference of Presidents of the Regions, it could be possible to strengthen the vertical and horizontal coordination, which is also essential in order to implement the National Recovery and Resilience Plan
