Abstract
«Reddito di Inclusione - REI» is the new measure to fight poverty which was adopted in Italy as of January 2018. The measure consists of a monetary transfer to support material needs and social services aimed at promoting social inclusion. REI is financed by an earmarked fund (the so-called Poverty Fund). The present article analyses the «national plan» that provides guidelines on how to use the resources that - in the Poverty fund - are dedicated to social services. The presence of structural annual financing devoted to social services represents a big innovation in the Italian policy against poverty in that it endorses, for the first time, the subjective right to access these kinds of services.
