Abstract

This annual Audit Court Report, although careful and spare in style as it suits to these institutional records, gives an outline of the Ministry organizational skills and structure that while recognizes some positive achievements points out problems far from being solved. The Report supports this way widespread worries expressed more than often by this Journal too. Above all, are the frequent changes (three reforms in less than seven years) of the Ministry apparatus that have impaired its action planning. This tecnique of producing institutional models far from solving the real problems related to cultural heritage preservation and management proves to be able to avoid them only.
