Some Remarks on Techno-Law and Techno-Regulation

Abstract

We are currently witnessing the rise of newly minted terms such as "techno-ethics", "techno-politics", and "techno-science". Such words are a product of the times. New times require new content, new functions, and new speeds, and therefore new laws. Law may be called into play in either of two ways: as an obstacle to the spread of harmful behaviours or as a threshold that technology should not cross. Either way, it must give answers to the conflicts that come with the wide use of new technologies. In the effort to solve these problems we often talk about techno-regulation. As a matter of fact, this is not a natural product but the result of programs that have been created by intelligent human beings for humans themselves. It is therefore essential that we not stop analysing all the problems that affect society but cannot be solved by techno-regulation alone or be defined in a strictly scientific way.
