Abstract

Starting from an empirical survey, carried out in Lazio using case study method, the paper analyzes the settlement procedures of the local social policy plans, in order to outline the pattern of social planning for this region. On one hand there will be a reconstruction, through a dynamic and descriptive approach, of the field of planning. On the other hand, the form and structure of local planning will be analyzed examining in depth the functioning of policy making. In a context where the Region struggles to play a steering role, the principles of integration and coordination often change into a competition between government levels, returning a fragmented institutional map.
