Creativity in the public administration: new configurations

Abstract

The relationship between creative industries and the political sphere is entering a new dimension. After a long phase - started in the 1990s when the State first «discovered» the creative sector and supported its development on the basis of different rethorics - we are witnessing a second step. In the most advanced legal orders we are seeing the entry of creativity «into» the public sector activities. Programs for design thinking are being established, the hiring process is progressively oriented to promote creative professions among public officials, specific bodies are to promote creative thinking into the public sector, regulatory techniques incorporating creative techniques such as nudging are emerging. It is an important move as the credibility itself of the public sector is at stake. If in future years its activity will not be carried out with the aid of creative industries and the quality of its services will not be upgraded in line with best practices, the rift between public and private sector will deepen.
