Abstract

For the first time the Italian legal system has adopted a shared administration law: Lazio regional law n. 10, 26 June 2019. It represents a relevant innovation about the administrative system and, in particular, about the relationship between administration and citizens. The shared administration framework was firstly theorized in 1997, with the main goal of an actual horizontal subsidiarity principle implementation and to engage citizens in activities of general interest. Until now, such a framework was reflected only on a local level through local collaboration regulations among administration and citizens about maintenance and management of urban common goods. Thanks to the Lazio regional law, instead, common goods belong to the regional level, hence citizens can carry out maintenance, regeneration and shared management on even more relevant goods. The Region has now a fundamental supporting role by providing resources and financial goods to local authorities and by allowing them the ability to implement collaboration projects with the citizens.
