The exercise of competences in the immigration field by the Emilia-Romagna Region: The limits to the creation of a «regional citizenship»

Abstract

The essay analyses the integration policies for immigrant people developed by the Emilia-Romagna Region, who played a pioneering role in exercising regional competences in the field of immigration. The paper reports the regional legislation on immigration after Title V reform and the related constitutional case law, focusing particularly on two aspects: a) the political integration of foreigners residing in the regional territory through the recognition of participation rights; b) the integration of immigrant people through the recognition and implementation of social rights. In the light of the constitutional jurisprudence, the paper highlits how efforts to create a citizenship around a regional political identity find its limits in the role of the Regions in the constitutional framework.
