Foreigners and minimum income provisions at the regional level: The Apulian «Dignity Income»

Abstract

The «Dignity Income» provided for by the Apulian Region is currently a very inclusive minimum income measure, to the extent that its personal scope of application includes every regular EU and Third-Country citizen residing on the regional territory. In so doing, it does comply not only with the relevant international and EU provisions, but also with the case-law of the ECJ and the Italian Costitutional Court. Starting from the historical evolution of the regional measure, the paper takes into account and compare the Apulian measure with the national Citizenship Income, whose personal scope of application is, on the contrary, much less favorable to foreigners.
