Abstract

The act of merging two or more municipalities into a single new municipality is provided by Italian Constitution, but during the last 22 years this kind of municipal reorganization has been little regarded by citizens and local administrators. The turning point came between December 2013 and January 2014, when 37 municipalities were merged into 16 new municipalities by popular initiative. The territorial reorganization caused a reduction in the number of Italian municipalities: from 8.092 to 8.071 in a month.
