The employment services reform implemented by the decree n. 150/2015 introduces more personalized and automated paths for job searching, entrusting to databases, job profiling procedures and plans of meetings the success of activation measures. The paper points out that the procedural side is instrumental to the application of sanctions for cases of non-activation without offering guarantees of improving the quality and effectiveness of services provided. The author proposes as possible remedy to the lack of adequate guarantees for the right to employment services the extension to the jobseekers of principles and legal instruments provided for users-consumers.
