Abstract
The author, who is at present a member of the Board of Aran - the public agency in charge of bargaining collective agreements "ex parte" public employers - comments the national collective agreements for school employees, signed in 1999 and its main topics. He stresses in particular the difficulties of implementing the mechanisms of economic incentives and of increasing the quality of teaching and related activities.
