Abstract

The article considers two levels of Russian researchers’ discourse on religious minorities. The first level is the establishment of legal norms for religious minorities in Russia. At this level, there is a discrepancy between Russian law and international law. The second level is academic interpretations of religious minorities. At this level, the understanding of religious minorities is based on empirical and theoretical research and is more adequate.
