Abstract

The essay goes through the implicit transformations that Italian constitutional rules about legislative process have suffered due to parliamentary law and usages. The topic is discussed against the backdrop of a more general debate regarding the flexibility of written Constitutions, by paying special attention to the role played by the constitutional judge, either as guardian of the constitutional text or as co-author of constitutional change.
