Abstract
Can the government of the health emergency interfere with the representative and democratic government of the people? This is the question of this essay, which focuses on the first decrees of the Government in relation to the epidemiological emergency. The author then analyzes the problem of the abrogative referendum, postponed due to the health emergency, and on how it affects on the legitimacy of the current Parliament.
