Abstract

The progressive and relevant expansion of public regulation concerning banking and financial services lead the author to compare that sector with the typical public utilities. The purpose is to establish if it is possible to classify banking as a Service of General Economic Interest and estimate any juridical consequence of such a classification, specifically concerning contracts and procurements, accountability and accounting rules.
