The Struggle for a Legal Model Regarding Gas Distribution: A Comparison with England and France

Abstract

Owing to uncertain regulatory framework, subject to continuous modifications and delays, the natural gas distribution system at area level struggles to be implemented in the Italian legal system. Having regard to the current regulations, it could be concluded that the new Italian model is both different from the previous one and original compared to other long-standing experiences within the European Union. Therefore, the present article aims to stress out the peculiar and critical issues of the Italian model by comparison to two antithetical solutions: the all-private model adopted by England and the all-public model adopted by France.
