Abstract

The definition of an emergency refers to the aggressive manifestation of the character of a territory. An emergency that hits a territory causes not only material damage, but also social and psychological ones, breaking the identity of the affected communities. For this reason, contingency and recovery planning must become a pivot in urban planning strategies.
