Abstract
The lack of financial resources is not the only reason why populations fail to evacuate in the face of a climate change-induced risk situation. Some people may not even realize the risks they face, nor the potential of migration to resolve the risks they face. An analysis of the decision process helps to understand all the aspects involved in the decision to stay or migrate.
