Abstract

The essay analyzes the form of government of regional and local levels in the Spanish «State of autonomies», focusing on regional system of Autonomous Communities and on municipal and provincial system. In particular, the asymmetries and homogeneities existing between the different levels of government regarding the form of government are analyzed. In this sense, the tendencies towards presidential parliamentarism of the Autonomous Communities and the progressive «parliamentarisation» of the municipal form of government are highlighted. Finally, in a brief comparative note with Italian territorial system, the more «fragmented» character of the Spanish autonomies system is underlined. This system, in fact, is characterized by a profound «gap» between the regional and local levels, where the articulation of the latter continues to be an unfinished task today.
